Abstract
The author considers peculiarities of political and socio-economic processes at the final stage of the Soviet Union when the presidential system was introduced in the USSR, the opposition of union and Russian leaders about the ways of transition to market economy («Ryzhkov – Abalkin program» and «500 days program») and the future socio-political structure of the country was increasing, the separatism in the union republics was strengthening
