On Scientometrics when Assessing Activities of the Russian Scientists

Abstract
Relatively low rankings of Russia in international indexing systems are explained by the rules of the game that have developed under the influence of the West and not at all by the Russian scientists falling far behind the Western scientists in terms of their proficiency.
