Abstract
The geopolitical and military-strategic situation in the world is undergoing unprecedented changes since the Caribbean crisis of 1962. In the conditions of crisis macrosystemic transformations of the world order, the very development of world political processes – non-linear by definition – with their contradictions, complexities and surprises, extremely actualizes the problems associated with unforeseen risks for global strategic security.
