Abstract
Currently, elitology is one of the promising scientific directions in modern social science. Therefore, each new study of the phenomenon of elites and elitism arouses keen interest in the world scientific community and requires serious analytical evaluation from experts. The published work of the famous Russian political scientist Professor Y.A. Plyais «The Political Elite of Post-Soviet Russia: Stages of Transformation, Problems of Improvement» is one of such significant contributions to the piggy bank of the world elitological thought
