The article provides a detailed analysis of the confrontation between the West and Russia in the Ukrainian issue since 2014. The author analyzes the peculiarities of the Russian policy on Ukraine and points out its strengths and weaknesses. The article gives a detailed characterization of the Western strategy towards Ukraine, discusses the reasons why Western diplomacy has been more successful and was able to achieve the detachment of Ukraine from Russia and create conditions for an armed confrontation.

The paper analyzes the legal foundations, institutional structure and key dimensions of Moscow’s public diplomacy (cultural cooperation, scientific and educational ties, support for compatriots abroad, humanitarian aid, economic cooperation and technological partnership). The article examines the experience of legal regulation of relations to attract persons who have come into conflict with the criminal law to participate in a special military operation.
