The article provides a detailed analysis of the confrontation between the West and Russia in the Ukrainian issue since 2014. The author analyzes the peculiarities of the Russian policy on Ukraine and points out its strengths and weaknesses. The article gives a detailed characterization of the Western strategy towards Ukraine, discusses the reasons why Western diplomacy has been more successful and was able to achieve the detachment of Ukraine from Russia and create conditions for an armed confrontation.

The paper analyzes the legal foundations, institutional structure and key dimensions of Moscow’s public diplomacy (cultural cooperation, scientific and educational ties, support for compatriots abroad, humanitarian aid, economic cooperation and technological partnership). Using Moscow as an example, the authors emphasize the importance of integrating «soft power» tools into the city’s international relations to strengthen Russia’s national brand and promote its national interests.

The article analyzes the causes and conditions of genocide of the Russian speaking population of Donbass by the Kiev regime, shows its connection with the criminal ideology and practice of Nazism. Based on the norms of international and criminal law, as well as the facts of criminal activity (Article 357 of the Criminal Code of the Russian Federation), the theoretical and legal justification of the need to condemn and bring the leadership of Ukraine to criminal responsibility, including at the international level, is given.
The article examines the experience of legal regulation of relations to attract persons who have come into conflict with the criminal law to participate in a special military operation. It is proved that along with the understandable utilitarian purpose of the Federal Law No. 64FZ dated 03/23/to ensure the recruitment of the Armed Forces of the Russian Federation, criminal law goals should be taken into account. From these positions, the decision of the legislator on the admissibility of exemption from criminal liability and (or) from punishment of persons who have committed serious and high crimes is considered. In this regard, the authors consider the selectivity, preliminarity and finality of liberation.
