The article analyzes the current system of strategic planning documents in the field of maritime policy and maritime activities of the Russian Federation, and makes suggestions for its improvement. The article is published in two parts. The first part outlines the general provisions and provides an assessment of the existing strategic planning system.
The author examines the reasons for the transformation of the Arctic into a strategic priority for Russia in the 21st century. The shift from international cooperation to a policy of «Arctic sovereignty» is analyzed.

The article is devoted to the analysis of strategic communication as an academic discipline and a field of political practice. Three research traditions are examined: the American, European, and Chinese.
The author examines the transformations of the terrorist threat in the United States after the terrorist attacks of September 11, 2001: the transformation of jihadism from a purely «foreign» phenomenon into a home-grown one, the rise of right-wing radical terrorism and its relative decline in recent times amid the increase in left-wing radical activity. The author analyzes the main current trends in the development of the terrorist threat in the United States, including ideological convergence, the decrease in the average age of those involved in terrorist activities, and their online radicalization.
The article analyzes Armenia’s foreign policy within the framework of the small states paradigm (the concept of small states, their vulnerability, and survival strategies). It examines Yerevan’s foreign policy decisions; interaction with the Russian Federation, the EU, the USA, and neighboring countries, as well as transportation projects. The author concludes that a multi-vector policy remains a key instrument for preserving Armenia’s sovereignty and national interests.
The article examines Russian-Kazakh cross-border cooperation and analyzes key documents governing interaction at the national, bilateral, and supranational levels. Special attention is given to the role of the Caspian and Altai regions as strategic areas for interaction and the development of joint infrastructure, energy, and environmental projects.
The article examines the results of the parliamentary elections in Moldavia and their impact on the post-election situation in the country and on the geopolitical situation in the region. The elections are highly likely to become an event after which Moldavia will finally, despite its neutral status, enter the sphere of influence not only of the EU, but also of NATO. This will be accompanied by further militarization of the republic, an escalation of the policy of forced integration of Transnistria and a gradual erosion of the autonomous status of Gagauzia. Such actions could dramatically increase tensions in an already turbulent region.
The article is devoted to the analysis of the applied problems and possibilities of the theory of hyperrealistic paradigms. On specific civilizational and historical cases, the applied aspects of hyperrealistic distortions and their “shifts” as a replacement of previous paradigms with subsequent ones are illustrated. The applied problems of the civilizational-historical paradigm of the post-truth era are examined.
HISTORY OF INTERNATIONAL RELATIONS AND FOREIGN POLICY
The year 2025 marked the 190th anniversary of the birth of the outstanding scholar, ethnographer, traveler, and diplomat Ch.Ch. Valikhanov (1835–1865), whose diplomatic activities were of great importance for strengthening Russia’s position in Central Asia and Western Siberia. He considered the study of the history and ethnography of the peoples of Central Asia and Siberia to be his main goal in military service. His diplomatic activities were aimed at upholding Russia’s national interests.
